Levied Water Pollution Control Fee and Management of Domestic Wastewater

In the project, water body water quality and characteristics of industrial pollutant discharge were analyzed to improve water pollution control fee imposition scheme, and also to elevate the incentives of pollution reduction. This study investigated and sampled the specific industry, heavy metal-related industries, coal-fired industries and permit-violation industries, which may operate and discharge levied pollutants but didn’t declare the water pollution control fee. Based on the results of effluent test, this study suggests reviewing aforementioned industries’ operation records of heavy metals and cyanides among the raw materials, products, manufacturing processes, and audit results. Aim water pollution control fee declared items that are inconsistent with operation, then the government should cancel the test-exemption declaration item and record it in the permit. This project evaluated the differential rates of water pollution control fee according to seasons (high and low water level periods) or water bodies (pollution control areas and specially protected water bodies). The results show that there isn’t clear consistent periods of high and low water level in the nationwide rivers, and also the water quality and flow rate do not show a medium to high correlation. In addition, the evaluation results that only a few factories in pollution control areas or specially protected water bodies will be levied higher but limited fees, which couldn’t achieve the effect of economic incentives to suppress pollution discharge. On the consequence, based on current Water pollution control fee levied system, the above method is not suggested. Regarding the management of domestic sewage, considering the buildings and small settlements discharged into the water quality and quantity protection zone, the discharge water should meet the standard for ammonia nitrogen and orthophosphate. It is advised that the “Technical Code for Design of Building Sewage Treatment Facilities” and the templates should provide complete design specification to the function of nitrogen and phosphorus removal. Moreover, the combined johkasou (packaged wastewater treatment facility) is used to collect and treat domestic sewage in small settlements. It is recommended that the competent authority could consider the local environmental protection necessity to assign the combined johkasou as a private sewer system for later tracking management.
